The 3rd Access Dinghy International Championships 2002 in Osaka

SAILING INSTRUCTIONS

1.     RULES

1.1            The championship will be governed by the  Racing Rules of Sailing  (RRS), the prescriptions of the Japan Sailing Federation, the rules of the Access Dinghy class and by these sailing instructions.

1.1A   If the Class Rules cannot be met eg . bottoms on seat, leg on either side of the console, then prior approval for these rules to be waive must be sought from the race committee at registration.

1.2     The championship is designated a Category C event in accordance with RRS rule 79 and  Appendix 1.20.

1.3     Boats shall comply with the Addendum ‘A’ Part 2 regulations.

1.4     Attention is drawn to rule 4 ‘Decision to Race’ and Addendum A1.2 ‘Owner’s Responsibility’. ’

1.5     Any rules applying specifically to each division, will be posted prior to the competitors’ meeting.

 

2.     ENTRIES AND ALLOCATION OF COMPETITORS TO DIVISIONS AND BOATS

2.1    An entered competitor shall complete registration between 1600 and 1800 hours on 11 Oct or between 0700 and 0830 hours on 12 Oct at the control desk at Osaka Hokkou Yacht Harbour.

2.2      Competitors will be allocated to divisions by the race committee.

           The list of competitors in each division will be posted on the notice board prior to the competitors’ meeting. 

2.3      There will be a separate category across all divisions for servo assisted.

2.4      Boats for each race may be allocated at random by the race committee with consideration given to any competitors’ special needs.

2.5      In the case of a breakdown of a boat there shall be no cause for redress as the organizers shall not be responsible for the condition of allocated boats. Amends RRS 60.1(b) and 62.1(a).

 

3.     NOTICES TO COMPETITORS

Notices will be posted on the official notice board located near the race control desk.

 

4.     CHANGES TO SAILING INSTRUCTIONS

Any change in the sailing instructions will be posted not less than 30 minutes before the start of the race in which it will take effect.

 

5.     SCHEDULE OF RACES

5.1              Five races are scheduled for divisions 1,2,3, 5, 6 & 7.  Four races are scheduled for division 4 or as decided by the Race Committee.

5.2              The starting time of races for each division will be posted prior to the competitors’ meeting.    

5.3       There will be a competitors’ briefing at  0930 at Hokkou Yacht Harbour

5.4       The first warning signal on Saturday,12, Oct, 2002 and 13  Oct will be displayed at 0954 - 6 minutes before start.

           

6 .    DIVISION FLAG

The division flag will be the numeral pennant of the division number.         

 

7.     RACING AREA

The racing area is Hokkou Yacht Harbour dinghy sailing area

 

8.     THE COURSE

8.1    The course configuration will be as decided by the Race Committee

8.2    Three red flags displayed as a start preparatory signal on the race committee boat means a boat shall leave those marks to port while three green flags displayed means those marks shall be left to starboard.

8.3               Courses may be shortened at any mark. Boats shall sail from that mark across the finish line.

9.     MARKS

Marks 1, 2 and 3 will be round orange buoys, Marks 4,5,6 will be white buoys.

 

10.            THE START

10.1   The race committee boat will display a blue flag while on station at the start.

10.2   The starting line will be between the mast displaying a blue flag on the race committee boat at the starboard end and the starting mark, white base with yellow flag at the port end.

10.3   Divisions will be started at approximately six minute intervals.

10.4   Rule 26, Starting Races, is altered.  Races will be started according to the following system:

      Warning      division flag raised           1 long blast          6 minutes

      Preparatory    three flags raised                  1 short horn          3 minutes

      Minute signals  one flag removed                              2 then 1 minute

      Starting       division flag removed          1 short horn          Start

 

The warning signal division flag raised for each succeeding class shall be hoisted as soon as practicable after the starting signal of the preceding class.

i.                The preparatory signal three flags will be displayed three minutes after the warning signal, one of the flags will be lowered after one minute, and another flag after two minutes.

ii.               The starting signal will be made three minutes after the preparatory signal.

10.5   There will be a verbal count down at 2 minutes, 1 minute, then every 10 seconds from one minute before the start.

10.6   Premature start requires restart.  Competitor to round either end of the start line.  You will be approached by a Start       Marshall if you have not returned to restart.  Dip starts not permitted.

10.7   A boat shall not start later than four minutes after its starting signal.

10.8   Competitors are not to enter / pass the red flags (start area) until their division flag has been raised.

10.9   An individual competitor crossing the line before the start signal will be recalled aurally by the start boats. 

10.10  A general recall of all competitors shall be signaled by three short horn blasts in quick succession.

 

11         PENALTIES  FOR BREACHING RULES OF PART 2 OF RRS

Rules 44.1, ‘Taking a Penalty’, and 44.2, ‘720 Turns penalty’, are changed in accordance with rule 86.1[b] ‘Rule Changes’ such that the penalty for a breach of a Part 2 rule by a boat is a 360 degree turn including one tack and one gybe.  

 

12.        OUTSIDE ASSISTANCE

Rule 41, ‘Outside Assistance’, is deleted in accordance with rule 86.1 [b] ‘Rule Changes”.  Outside assistance for each division is permitted as specified in the class rules posted for each division.

 

13         THE FINISH

The finishing line will be between the mast displaying a blue flag on the race committee boat on the starboard end and the marker - white base with blue flag.  When the course is shortened at Mark 1, 2, 3, 4,5,6  boats shall continue sailing from that mark and finish between the mast displaying a blue flag on the race committee boat on the starboard end and the blue buoy.

 

14.    TIME LIMIT

14.1 The time limit will be 30 minutes.   Rule 35, ‘Time Limit, is changed such that boats failing to finish within 10 minutes after the first boat finishes or within the time limit of 30 minutes, whichever is later, will be scored as ‘DNF’.   

14.2 Boats that have not finished within the allocated time may be advised by the course marshall boat that their race has finished. 

 

15.    PROTESTS

15.1             Rules 61.1[a],  Informing the Protestee, is altered in accordance with rule 86.1[b] such that a protest flag  need not be displayed and the hail ‘Protest’ is not required but should be made where possible.

15.2             Rule 63.3[a], Right to be present at a Hearing, is altered in accordance with rule 86.1[b]  such that a representative at a protest hearing need not have been on board at the time of the incident.

15.3         Protests shall be written on the forms available at the race control desk and shall be placed in the Protest Box there within 30 minutes of the last boat’s finish in the last race when races are sailed ‘back to back’.

15.5   Protests will be heard as soon as possible and where possible the order of receipt.

15.6         Protest Notices will be posted within 10 minutes after the protest time limit to inform competitors where and when there is a hearing in which they are parties to a protest or named as witnesses.

15.7         500yen protest fee is applicable, refundable if the protest is upheld.

 

16.    SCORING

16.1                Low Point scoring system applies. The worst score will be discarded.  If a race is cancelled, there will be no discard in 

that division.

16.2                For divisions 1, 2, 3, 5, 6 & 7 three races shall be completed to constitute a series.  For division 4 two races shall be

completed to constitute a series.  

 

17.    PRIZES

Trophies and prizes may be awarded at the discretion of the organising authority for each division and category.

20.    DIVISIONS

Division 1    2.3 singles        No outside assistance except electronic aids, for servo assisted and vision impaired sailors (all divisions), no hiking, no lifting centreboard, reefing/unreefing permitted, outside assistance permitted in reefing/unreefing where needed.

Division 2    2.3 singles        Outside assistance permitted with sailors with special needs.  Reefing / unreefing permitted.

Division 3    2.3 singles        Outside assistance permitted, no hiking or centreboard adjustments, reefing/unreefing by officials only.

Division 4    2.3 singles        Outside assistance permitted, no hiking, or centreboard adjustments, reefing/unreefing by officials only.

Division 5    2.3 Doubles        Outside assistance permitted, no hiking or centreboard adjustments, reefing/unreefing by officials only. Should the combined weight of the two sailors be less than 95kg.,  then they shall be deemed to be sailing solo and be entered in the appropriate division according to their ability.

Division 6    303 singles        Outside assistance permitted with sailors with special needs, no hiking, no lifting centreboard, reefing/unreefing permitted, outside assistance permitted in reefing/unreefing servo assist boats.

Division 7    303 Doubles       Outside assistance permitted with sailors with special needs, no hiking or altering centreboard, no reefing/unreefing except on command of officials. 

Division O    Servo Assist      Competitors enter divisions as listed above.

 

NOTE:                     Competitors sailing Access 303S may sail in either Division 6 or 7, depending on sailing experience.
